Blauwe Lens Rijnland
The Water Board of Rijnland (Dutch: Hoogheemraadschap) is one of the oldest governmental organizations in the Netherlands. For centuries, it has protected the region from flooding caused by the sea, rivers, and excess rainwater.

FABRICations and Bureau Sant & Co were commissioned to examine the direct effects, spatial demands, and opportunities of these transitions. Their goal was to create a range of attractive, integrated spatial perspectives. They identified challenges and opportunities in five key areas: salt (salinization), sand (dunes and beach ridges), stone (urbanization), peat, and sludge (sewage).
Based on their analyses, three perspectives were developed to explore the spatial consequences of different water system strategies:
Core Focus Perspective: This perspective emphasizes the Water Board's core tasks while considering the changing conditions due to climate change as much as possible;
Societal Benefits Perspective: This approach prioritizes societal benefits, reinforcing synergies with energy production, closing local material cycles, recreation, and urbanization, even if it complicates water management;
Natural Water System Perspective: This perspective views the water system as a driving force, emphasizing a nutrient-rich, brackish, and dynamic natural water system.
